* Representative's proposal: Vigorously develop photovoltaic industry to deepen ecological poverty alleviation

To achieve the grand goal of building a moderately prosperous society in all respects by 2020, Liu hanyuan is thinking about how to achieve long-term poverty alleviation through industrial development.  How can we continue to increase the income of the poor?  At the same time, how to take into account the needs of ecological civilization construction?  Liu's suggestion is to develop the photovoltaic industry and push ecological poverty alleviation further.  

Liu Hanyuan introduced the current situation of poverty alleviation in the photovoltaic industry to reporters. He said that photovoltaic poverty alleviation, as an important mode of poverty alleviation in the industry, has achieved remarkable results, but in the process of continuous deepening, there are also some problems.  It is reported that in October 2014, the National Energy Administration and the Poverty Alleviation Office of The State Council jointly issued the notice on the Implementation of the Photovoltaic Poverty Alleviation Project, which plans to organize and implement the photovoltaic poverty alleviation project nationwide within 6 years.  Since the pilot project was launched in 48 counties in 8 provinces in 2015, pv poverty alleviation has been expanded to 471 national-level poverty-stricken counties in 16 provinces, with a total installed capacity of nearly 7 million kw. Pv has become an effective way of industrial poverty alleviation.  

It is reported that through the implementation of photovoltaic poverty alleviation projects, targeted poverty alleviation services have been provided to 1.5 million farmers across the country, with an annual income increase of more than 3,000 yuan for each household, which has become an important measure for targeted poverty alleviation across the country.  As green, poverty alleviation, hemopoietic poverty alleviation and industry as one of the efficient accurate model for poverty alleviation, photovoltaic (pv) not only let the poor annual economic source for poverty alleviation, also can solve in the next 10 years, 20 years or even longer period of economic development, "the photovoltaic industry will be in the future occupy the important position of the supply of clean energy, it can solve the stable source of income for a long time,  So that farmers do not return to poverty.  At the same time, photovoltaic poverty alleviation can also be installed with different power generation equipment to meet the needs of different poverty alleviation standards."  In Liu hanyuan's view, photovoltaic poverty alleviation really out of the industry poverty alleviation, ecological development poverty alleviation and clean energy construction of a new way.  

"Although certain achievements have been made in poverty alleviation by pv, the problem of photovoltaic poverty alleviation projects in China is sporadic and scattered."  The implementation cost of photovoltaic poverty alleviation is high, and the operation and maintenance management is not small.  "Not paying attention to operation and maintenance will affect sustainable development," Liu said frankly.  

Liu Hanyuan in an interview also talked about photovoltaic poverty alleviation financing difficulties still exist.  To this, Liu Hanyuan put forward his own suggestions.  On the one hand, we should vigorously develop moderately centralized and large-scale village-level poverty alleviation power stations. In addition, we should strengthen the quality control of photovoltaic poverty alleviation projects, strengthen the operation and maintenance management of village-level and household photovoltaic poverty alleviation power stations, and ensure the income of poor households.  At the same time, it is also suggested that financial support for poverty alleviation should be more powerful and project funds should be timely provided.
