However, it should be clearly recognized that the current development of energy storage is mainly policy-driven, and it is still full of uncertainties and challenges to realize profitability and commercialization.
"Energy" magazine learned that at this year's national two sessions, Cao Renxian, NPC deputy and chairman of Sunshine Power, submitted suggestions that the global electrochemical energy storage industry shows a trend of accelerating development, the total application of China's electrochemical energy storage market is low, the industry scale is still very small. Market mechanism and electricity price mechanism suitable for the development of electrochemical energy storage should be established, and electrochemical energy storage system should be planned and configured in more renewable power generation projects to improve energy consumption.
In all kinds of energy storage technology, electrochemical energy storage device is convenient and flexible installation, fast response speed, good controllability, wind, light, etc., can significantly increase renewable energy grid given ability, improve power quality, smooth grid tide, reduce power assets investment, to promote energy transformation development plays an important role in the change.
In recent years, the global electrochemical energy storage industry is accelerating development trend, electrochemical energy storage industry mature countries such as Britain, the United States, Germany, Japan, Australia and so on, mainly through the equipment installed subsidies subsidies and subsidies) system (including capacity, poor widens the peak valley price and power grid enterprise flexible leasing incentive measures to promote the development of its technology and application. By the end of 2017, the cumulative power of global electrochemical energy storage projects was 2927MW, and 914MW of new projects were put into operation, increasing by more than 20%. However, the accumulative installed scale of electrochemical energy storage projects (lithium ion battery energy storage) in China is only 390MW, and the total application amount is low, and the industrial scale is still very small.
It should be noted that most electrochemical energy storage projects in China are demonstration projects and it is difficult to achieve profitability. In the long run, it will be difficult to sustain growth without profitability.
Cao Renxian believes that the main problems facing China's electrochemical energy storage industry are the lack of supporting policies and the lack of a market mechanism for energy storage.
First of all, China has not yet formed a systematic policy to support the electric energy storage industry. Although some supporting policies are being promoted, the industrial policies mainly focus on photovoltaic, multi-energy complementarity and other types of energy storage, as well as the high cost, large investment and relatively low market recognition of electrochemical energy storage projects, all of which restrict the large-scale development of the industry.
Secondly, the existing market-oriented electricity pricing and trading system, in order to achieve the implementation of the scheme, there is a lack of detailed implementation methods; In terms of compensation standards, there is also a lack of space for market promotion, and the role of electrochemical energy storage in the power system and energy system cannot be reflected. Its value is difficult to gain benefits through market transactions, which has become one of the main reasons restricting the rapid development of China's energy storage industry.
To this end, Cho put forward the following suggestions:
One is to plan and configure electrochemical energy storage systems in more renewable power generation projects to improve energy consumption. Energy storage can significantly improve the consumption level of renewable energy such as wind and solar. In the construction of wind and solar power stations, it is required to configure a certain proportion of energy storage equipment, so as to improve the grid connection quality of wind and solar power stations, promote the absorption of clean energy, and provide investment policy support for wind and solar power stations with energy storage systems.
Second, improve the market mechanism and price mechanism of electric auxiliary services. The market mechanism and electricity price mechanism suitable for the development of electrochemical energy storage should be established to fully reflect the market value of energy storage in various auxiliary services such as frequency modulation, peak regulation, backup power supply, black start and demand side response. Individuals and enterprises are encouraged to invest in electrochemical energy storage systems to participate in peak cutting and valley filling of the grid, and to suppress the power supply of the grid, and to provide price subsidies or initial investment subsidies. |
